Government has announced that asylum seekers will register online through a model proposed by the Department of Home Affairs (DHA), and the topic is trending in South Africa. This page explains what has been announced, what has not yet started, what the online receipt does and does not give you, and what to do now.
In Summary
This guide covers the Department of Home Affairs (DHA) online application for asylum seekers: what was announced, the reported 10 November 2026 target, how registration is meant to work, and what the receipt means. The platform is announced, not confirmed live. The receipt is not an asylum seeker visa or refugee status. Finally rejected applicants cannot use it, and a missed appointment without an approved extension means the application lapses. Beware of anyone selling slots or links.
Is the Online Application Live Right Now?
Not as far as we can confirm. DHA has announced a phased online model with a reported target of 10 November 2026. In the sources we reviewed on 11 October 2026, no official platform address had been published.
Until DHA publishes the address and steps, treat any website, WhatsApp message or agent claiming to offer the “official” online asylum application as unverified. Only dha.gov.za and DHA’s official social media channels can confirm a launch.
Why Is This Happening Now?
The online model follows a series of events:
- 7 July 2026: the Constitutional Court declared unconstitutional the Refugees Act provisions that allowed officials to deport asylum seekers who lacked a transit visa. A transit visa is issued at a port of entry so a person can travel to a refugee reception centre. The judgment granted no one refugee status.
- 28 September 2026: a directive on intake of asylum applications at Home Affairs offices was issued, then withdrawn by the Director-General after offices were overwhelmed. Unrest followed, including arson in Soweto and Durban.
- 11 October 2026: the Interministerial Committee, chaired by Justice Minister Mmamoloko Kubayi, briefed the media in Pretoria. It welcomed the Home Affairs proposal for a phased online registration and appointment model, due by 10 November 2026, and said government will ask the court for a supervisory order, guidance on the judgment’s scope, and time to build capacity. Kubayi said: “The objective is not to delay compliance.”
- Minister Leon Schreiber said the model builds on digital systems already being implemented, such as the electronic travel authorisation system, and will include biometric capture and verification, a check of previous applications, and authentication of documents. He said he is confident it will happen quickly. The reports we found describe the model as proposed and do not give a platform address.
The online system is therefore a policy response to the judgment. The Constitutional Court did not order an online system.
How the Online Registration Is Meant to Work
Based on reports, the model has four steps:
- Register your intention to apply online and give your particulars.
- Give your biometrics. These are checked, among other things, for earlier rejected claims.
- Receive a reference number.
- Receive an appointment at a Refugee Reception Office, where the actual application is lodged and later decided.
Biometrics are compulsory for anyone applying this way. Assisted registration will be available at Refugee Reception Offices and, on request, for people in police or immigration detention, through officials, legal representatives and civil society partners, in the main languages. Government also promises confidentiality, personal data protection, published service standards and a complaints mechanism.
The model is phased. The platform address, documents required and biometric locations have not been published. We will add them once DHA does.
What the Online Receipt Is, and What It Is Not
This is the most important point on the page.
What government says it does: Home Affairs and the Border Management Authority must not remove, arrest or detain holders solely for being without a visa while the application is pending. The protection covers people declaring an intention to make a first asylum application.
What it is not:
- It is not an asylum seeker visa under section 22 of the Refugees Act. Kubayi said so directly.
- It is not refugee status under section 24.
- It does not decide your claim.
- It is not a work or study permit.
Keep the receipt, your reference number and your appointment details safe, and do not assume it protects you in every situation. If you are stopped, show the receipt and ask to contact a legal representative or a legal aid organisation.
Who Cannot Use This System
- Finally rejected applicants. They cannot reactivate protection by declaring a new intention. Deportations of people whose claims are finally rejected will continue.
- People who miss their appointment without an approved extension. The application lapses.
- Existing permit holders. This model is about first registration. If you already hold a section 22 or section 24 document, DHA has run an email-based online extension process since 2021 and 2022. Check dha.gov.za for current instructions.
Reception Offices Moving to Ports of Entry
The Interministerial Committee says, following the President’s June announcement, refugee reception centres will move to ports of entry, starting with Beitbridge in December. Government will also consider public proposals for refugee camps, especially for pending applications. Confirm any location with DHA before you travel, because plans can change.
Deportations and New Legislation
Government has said deportations under the Immigration Act continue and have not been halted. Separately, the Minister is drafting legislation aligned with the Revised White Paper on Citizenship, Immigration and Refugee Protection. The bill is expected in Parliament next financial year and is meant to provide for remote lodging of asylum applications and the first safe country principle.

What to Do Now
- Do not pay anyone for a slot, a link or “fast tracking”. We have seen no fee announced.
- Watch dha.gov.za for the launch notice and the platform address.
- Prepare your documents: passport or any identity document you have, any entry stamp or proof of arrival, and contact details you will keep for months.
- Keep a working phone number and email address. Appointments and changes are likely to be communicated that way.
- Get legal help from a legal aid or refugee support organisation if you are unsure of your position.
For general DHA appointment steps, see our guide to booking a Home Affairs appointment. Note that asylum registration is a separate process from those services. For the other big online change at DHA, see our Digital ID guide.
What We Do Not Know Yet
- The platform address and launch date, beyond the reported 10 November 2026 target.
- Whether there is any fee. None has been announced.
- The language options, biometric locations and documents required.
- How the supervisory order and the 29 October High Court panel may change the model.
What You Cannot Do
- You cannot treat the online receipt as an asylum seeker visa or refugee status.
- You cannot reapply through the online system after a final rejection.
- You cannot miss your appointment without an approved extension and keep your application.
- You cannot rely on unofficial websites or agents. Only DHA can confirm the platform.
Frequently Asked Questions
Is the Home Affairs asylum seekers online application live yet?
Not as far as we can confirm. The Department of Home Affairs (DHA) has announced a phased online intention-to-register and appointment model, with a reported target of 10 November 2026. We have not seen an official platform address published. Check dha.gov.za for the launch notice.
How do I apply for asylum online in South Africa?
Once the platform opens, the reported process is to register your intention to apply online, give your particulars and biometrics, receive a reference number, and be given an appointment at a Refugee Reception Office. Until DHA publishes the platform and its steps, there is no verified online link to use.
What does the online receipt give me?
It records your particulars, biometrics, a reference number and an appointment at a Refugee Reception Office. Minister Mmamoloko Kubayi said it is not a section 22 visa and not recognition of status. It is proof that you declared an intention to apply, which triggers legal protection.
Can I be arrested or deported if I only have the online receipt?
Government says Home Affairs and the Border Management Authority must not remove, arrest or detain receipt holders solely for lacking a visa while the application is pending, and that SAPS, Correctional Services, the NPA and courts will be informed. The protection is for first applications only. It is not a permit, so carry your receipt and keep your appointment.
What happens if I miss my appointment?
Per the 11 October briefing, if you miss the appointment and do not seek an extension for a valid reason, the application lapses. Government has said deportations will continue, so do not skip it. If you cannot attend, ask for an extension before the date and keep proof of the reason.
Can someone whose asylum claim was finally rejected use the online system?
No. Finally rejected applicants cannot reactivate protection by declaring a new intention. If someone raises a specific, genuinely new claim of persecution or serious harm, government says the matter must be referred for legal advice before removal.
Did the Constitutional Court order the online system?
No. The 7 July 2026 judgment declared unconstitutional the Refugees Act provisions that let officials deport asylum seekers who lacked a transit visa. It did not grant anyone refugee status. The online model is the government response to that judgment and the unrest that followed.
Is there a fee to register online?
We have not seen any fee announced. Do not pay anyone who claims to hold an appointment or speed up your registration. Treat any such offer as a scam until DHA says otherwise.
What if I already have an asylum seeker permit or refugee status?
This new model is about first registration. If you already hold a section 22 or section 24 document, DHA has run an email-based online extension process since 2021 and 2022. Check dha.gov.za for the current instructions.
Where will refugee reception services be located?
The Interministerial Committee says refugee reception centres will move to ports of entry, starting with Beitbridge in December. Confirm locations with DHA before you travel.
Will this page change?
Yes. The platform is not live, and a Gauteng High Court panel sits on 29 October 2026 to consider two conflicting directives on the same legal question. We will update this page when DHA confirms details.
